It was a clumsy retort.
I believe what is meant is that sanctions were not intended to preemptively deter, but instead to punish so much that their cumulative effect will cause Russia to cease its attack (sometime in the future).
Other interpretations? ....

I mean, it's not the first time he's said it, and others, including his VP, have directly contradicted his statement(s)

He said sanctions aren’t for deterrent.
Pointing out he said and others previously said otherwise is whataboutism.
