Hard to look earnest when you don’t/can’t take you eyes off the teleprompter, even for a second to look at your audience.

It must have been a good speech if the worst thing the usual suspects could come up with is that Biden didn't sound earnest enough.

He has a speech impediment. I’m relieved when he gets through a speech and manages to say the intended words.
