Sounds like a store level problem to me, as I'd assume the order was placed through a local store, and the ice and water was going to be provided by that same store. When you have a gazillion stores worldwide, stuff like this happens, especially when there are a finite number of people qualified manage on the store level (Unfortunately, way less than the total number of spots to fill).....
This is a problem I have harped on almost as long as I've worked there....
