Why would a 90 yr old grandmother get the first vaccine, rather than someone like frontline workers, other than to discern side effects.

Maybe. I don't know about her circumstances. Perhaps she's more at risk.

I know it brings up "who gets it" and who decides. I'm probably in the get group earlier rather than later, but I dunno.

The grandmother is possibly in the same location as the frontline workers, and all in the same group at the front of the line.
Grandma makes a better photo op and story.
