an election question

This has probably been asked before, but...
Why can't the rules for elections to Federal office be "nationalized" rather than having 50 different sets of rules? Given the number of court decisions that have been issued for different states, it would seem that it would be better to have one set of rules applied across the country. If not for all Federal elections, at least for President and Vice-president.

U.S. Const., art. I, sect. 4, cl. 1 wrote:The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but Congress may at any time make or alter such Regulations, except as to the Place of chusing Senators.

Except sometimes a numbskull (some interim Secretary of State in Colorado) forgets (or never knew) that it's the first Tuesday
after the first Monday. So we had a different election day that year from the rest of the country. Good thing it wasn't Presidential.
