I believe the 3rd paragraph should read, "Officials with the Houston Public Works said a former city contractor was doing exploratory work and burst the line. Officials said the contractor was moving soil and the line burst."

Or fire ants...at least it isn't like days of flooding. Snakes were prolly surprised.
