I am just guessing here, but I strongly suspect that "Ray Ruthenberg of Shoreview" does NOT have a long history of supporting the types of missile defense systems that would allow "Detection, Destruction" of incoming Nork missiles.

While it might take a half hour for a nuclear missile to reach the US mainland, it would take only minutes for one to hit Tokyo or Seoul and wreak havoc on the world's economy. The North Koreans don't even need nukes to level a good portion of Seoul, which is just 35 miles from the DMZ. They've got a good bit of conventional artillery that's within range, not to mention whatever air force they have.
