Amazingly, Noriega was charged under the RICO Act, which prohibits using a legitimate enterprise as a front for crime. In his case, he used the Government of Panama for cocaine smuggling!

RICO also allows confiscation of a suspect's property. At the time of the Panama invasion, I was on a Carnival cruise. The ship had a Panamanian flag. I was a bit worried it could be seized.
