The AP broke an apparently leaked draft memo saying Trump was going to order 100,000 National Guardsmen to help round up undocumented immigrants. The White House immediately denied that it was real.

I think the memo was a proposal, not intended for implementation. At the very least its release has torpedoed that from being done in the future as they've denied crafting the plan at all.

Again, "leaked" is not the right word to use so close in a sentence to "Trump".

Did you ever see the old movie War Games? Apparently, government bureaucracies come up with countermeasures for every possible situation they can dream up. I have heard that this is one of those. Do I know for sure? No. But neither do you. But it seems to be a much more rational explanation than yours.
