Chicago's 1400 strategic suspects

I have seen this come up in several stories about Chicago violence.

The 1400 are those that are most likely to shoot, or be shot.
Where things get a little fuzzy for me is that Chicago should start running out of those 1,400 people pretty quick. If 70% of victims and 80% of shooters are on that list-How many of the original 1,400 can be left at this point.
If the 1,400 is a valid thingie-the shooting numbers should start to drop pretty soon.
