Concealed carry loophole

I am in favor of unlimited concealed carry as long as proper background checks, that are updated, and proper training is done. However I just discovered that there's a huge loophole in the process:
Most states have reciprocal concealed carry agreements with the other states. There are exceptions but that's not important to this. My South Carolina permit was valid in North Carolina and is valid here in Arizona.
There's a company that advertises that they will assist you in getting a permit. For the states that have reciprocal agreements with Virginia what they do is assist you in applying for an out-of-state Virginia permit which requires training that can be done with a Web course. Virginia does a background check but is that for each state or just the one you reside in (and Virginia probably)? The whole thing is done over the Internet except for sending in fingerprint cards.
This leads to a lot of unqualified people having permits.
