In what alternate universe is Nixon the president at the end of the Vietnam War?

There is more than one Washington Monument. I know this, because I was on call as a PAF about 7 years ago when Jason Schaefer was the contestant. His fatal question asked what city has a Washington Monument designed by the same guy who designed the one in Washington. I didn't know it off the top of my head, but it was an easy Google hit.
