Yes, schlemiel better fits "pariah/jinx/Joe Btfsplk".

I looked into it, and Bob and Bob are right: schlemiel more accurately describes that kind of person. I also found out that, while schlimazel is Yiddish for unlucky, schlemiel comes from an old Hebrew name, Shlumiel.
