The 1.1% can be explained by:
- fat fingering
- a computer glitch that lets time run out
- hurrying and misreading the question (e.g.hour instead of minute)
I've experienced all these screw-ups.

My favorite is when I click on a choice, then hurry up and hit submit to discover at that very moment that the little circle didn't light up....

Setting your browser's page scale to 200% will help avoid that.
