Tim Berners-Lee posted files describing his vision of a system of interlinked files using hypertext and connected via the Internet. Although the work had been done previously, this was considered the "birth" of the WorldWideWeb (as originally named).

Since you didn't say what the year was I did some research and found that on Aug. 6, 1991 CERN brought-up the world's first website. So it wasn't just papers but a real, working, website. The URL was (and still is):
http://info.cern.ch/hypertext/WWW/TheProject.html

Of course not. We remember that you wrote the High Performance Computing and Communication Act of 1991 which was passed on Dec. 9.
