Unfathomable ways of thinking (not intended to be political)

GW just got a call from a co-worker. She was supposed to have another co-worker and his spouse over for dinner. She got a call from them and was told that they had brought their coon dog to a nearby dog park and someone shot the dog and killed him. No idea where the shot came from or who might have done it. Co-worker is distraught and now we are, too.
WTF way of thinking must you have to shoot a dog in a dog park? This is a public area in a relatively upscale town. Was someone shooting out their car window at any animal they passed? Did the dog seem threatening and they pulled out the gun they just happened to be carrying and shot him? Did the dog NOT seem threatening and they just shot him for the heck of it? What if there had been a child in the area? The dog had tags and he was in a dog park, so you had to know the owners were somewhere nearby. This was a friendly pooch and a sweetheart. What the hell is wrong with you that you shoot someone's pet in a place set aside for such pets and then just leave? I can't even imagine the mindset involved.
Animal abuse laws are way too lax. If you can abuse an animal or kill them and think it's okay, as far as I'm concerned you should be put away before you start attacking people, because you've already shown you have no regard for life.
