My Google-aided guess would be Phil Rizzuto.
He died in 2007, and was probably the most famous former Major Leaguer to die that year. The others in your list were from the previous years, in that order.

I will give you one third score you almost had the why but in your reason Ted Williams would have replaced Hoyt Wilhelm and Scooter is not he answer

Can't make the connection (even after reading the spoiler sections), but I did find this list of predictions (although, today, it seems less likely that #16 will happen)
1. Ben Sheets will get hurt.
2. An announcer will describe David Eckstein as “gritty.”
3. Joe Morgan will claim Billy Beane wrote “Moneyball.”
4. Alex Rodriguez will fail in a clutch situation (he’ll also come through in a few but nobody will notice).
5. Something relatively innocuous will happen to the Cubs, like a player straining a hamstring, and it will be blamed on “The Curse.”
6. The Giants won’t be very good.
7. John Kruk will eat at a couple buffets.
8. Lou Piniella will completely lose his mind, either in an interview or on the field. The resulting Cubs hot streak will be credited to Lou motivating his team.
9. Carlos Silva doesn’t live up to $12M a year.
10. Dusty Baker won’t go to his youngsters and/or will pull one of them as soon as he goes cold. This will cost the Reds a shot at the playoffs. Or…
11. Dusty Baker will give Johnny Cueto, Homer Bailey and Ed Volquez 34 starts each as the Reds just barely miss the playoffs. Cueto, Bailey and Volquez are unable to comb their hair by the end of the season because of arm pain.
12. The Rangers will score some runs, but the pitching might have problems.
13. John Kruk will ask if he can get the buffet to go.
14. There will be only one Giant on the All-Star team. Also only one Pirate. Neither one will actually be one of the best players in the game. “Introducing from the Giants, catcher Ben Molina.”
15. FOX and ESPN feature a few Yankees-Red Sox games.
16. Juan Gonzalez strains his hamstring – walking to the plate.
17. Someone, somewhere is surprised Jeff Suppan isn’t all that good of a pitcher.

Both of these will happen. #10 will happen with the hitters, #11 with the pitchers. Some things never change.

You were close on obits by year based on some significant criteria the answer is based on the In Memorium by year for the player who played the most seasons in MLB Skooter was fourth behind Clete Boyer and Joe Nuxhall who played 16 seasons and Lew Burdette who played 18 seasons many of them behind Warren Spahn in Milwaukee. He opposed Harvey Haddix in his infamous 12 perfect inning game piching 13 shut out innings himself for the win

in giving the answer
Depending on span of career (1944-1966) for Nuxhall, or number of years in majors, Lew Burdette.
Interestingly, Mathews, Burdette and Spahn were all teammates with the Braves for many years, along with Bob Buhl, Del Crandall, Johnny Logan, Billy Bruton and Hank Aaron. Buhl and Bruton have also passed on.
Your list includes four pitchers and three third basemen; I think it has always been that third base is a darn difficult position to play and those who are good can play for a long, long time.
Another guess I had based on years as a "professional" (not MLB) , is Eddie Feigner.
