As an alternative to your theory about random unrandomized stacks, I interpret these few WWOQ-free stacks differently: TPTB deliberate throw in a few softballs each season, so that there are some big winners to air during sweeps.

Daniel’s 95 year-old aunt ( Jeanette Gleaves, aka “Net”) used to watch Millionaire every day from the assisted living home where she lived. Daniel used to visit her around the time “Millionaire” airs locally and watched the show with her. Daniel’s aunt convinced her to audition for the show, which was taped in mid- September. Unfortunately, Daniel’s aunt passed away recently, just a few weeks prior to the airing of the episode.

RIP, Aunt Jeanette.
