I'm not so sure about that.
It's hard to argue against my highschool's namesake as the worst ever: William Henry Harrison.

Grant was no peach either. Not that Bush hasn't tried hard to earn a spot near the top. He may well be worse than either Clinton or Carter, which is saying something.
Although it is close.

My grade school had "Warren G. Harding School" chiseled into the stone above the front door. The school's official name was "Garfield," because we had some minimal standards.
