The Arrow of Light award is the highest award available to Cub Scouts. It requires the Scout to have earned the Webelos Scout badge and eight activity badges. In addition to the skill and activity requirements of the preceding ranks, the Arrow of Light requires Scouts to learn the Scout Promise and Scout Law, and visit one meeting and one activity of a Boy Scout troop, in preparation for advancing to the Boy Scouts. Earning the Arrow of Light will help earn many of the requirements for the lower ranks of the Boy Scouts. The Arrow of Light award is the only Cub Scout award[note 1] that can be worn on a Boy Scout uniform. Both Cub Scouts and Boy Scouts wear the badge below the left pocket. Adults wear the square-knot version of the badge above the left pocket. Cub Scouts who earn the Arrow of Light are eligible to join a Boy Scout Troop prior to turning the normally-required age of eleven.
I don't understand how this could be a
requirement for joining the Boy Scouts. One can join that without even having been a Cub Scout, much less earning their highest award.

I agree with you that the question is somewhat misleading, but based on your own quote above, it appears to be correct. It says that Cub Scouts who earn the Arrow of Light become eligible to be Boy Scouts prior to the normal required age of 11. The WWTBAM question didn't say the award is a requirement. It said it is a
potential requirement. So for any kid who is under age 11, the award is a requirement.

2. easy. Warhol painted a lot of repeated images (think Campbell's soup cans, Marilyn Monroe, for example)
3. easy. One of my trivia teammates is involved with the Boy Scouts (she serves on the board and used to be a counselor at a Cub Scout camp)

I've never heard of this, but "arrow" makes me think of the BSA. It's not a true requirement for joining but an award given to Webelos Cub Scouts.
