Only if she missed and hit him.
This belief is evidently based on the fact that Wilhelm fired Bismarck, who probably wouldn't have recommended the bellicose stance of the kaiser, nor his unconditional support for Austria-Hungary. Wikipedia says that after the war broke out she sent a letter to the kaiser asking for a second shot.

Here are two articles about Kelly's appearance.

Wadlinger did not even want to go to the tryouts when they were being held in Harrisburg last year. But a friend convinced Wadlinger to go with her to tryouts.

"She insisted that I had to go," Wadlinger recalled. "I pictured American Idol-style tryouts where you stand in line for eight hours. I don't have time to do that. We both tried out, we both made it on, and we both had an absolute blast."

Thursday’s viewing party included about 30 friends, family and co-workers at the Harrisburg Faulkner Fiat dealership.

My mom and dad and niece are here,” Wadlinger said by phone. “It’s been hard for them, not knowing what I won for five months.”
