I'm sure there was a time when Austin was the smallest of the four, but now it's huge! It's the 14th largest city in the country, compared to Boston at 22nd and Atlanta at 40th. Phoenix has been the largest of the four at least since the 70s.

Maybe people have been moving out of Atlanta. I remember a huge bustling metropolis when I visited there in the early 80s.

The question must have been referring to the population of the city itself, not the metro area. The Atlanta metro area has over five million people, but the city itself has fewer than half a million.
