I guess he didn't realize that a wishbone is a fairly fragile one, or that most dinosaur skeletons aren't complete.

Because they like "variety" in the show.

And TPTB either don't recognize or don't care that there is a potential advantage to a contestant getting a glimpse at the unrandomized stack and that it's unfair for some contestants to get that when others don't.
