The rules committee for college football has approved more rule changes, primarily to speed up games. The changes still must be approved by an oversight committee next month, which shouldn't be a problem:
-- There will be a 40 second play clock after all plays beginning immediately when the play is blown dead, similar to the NFL, instead of 25 seconds after the ref marks the ball ready for play. For injuries, penalties and similar stoppages, there will still be the 25 second clock.
--After out-of-bounds plays, the game clock will start when the ball is blown ready for play (although the 40 second play clock starts as soon as the play is blown dead) similar to the NFL. In the last two minutes of each half, the clock will stay stopped on OOB plays until the ball is snapped.
--Kickoffs out of bounds will be penalized by giving it to the receiving team at their 40 yard line rather than a rekick.
--Coaches will be given a second challenge if their first challenge is successful. Most challenges are still automatic in college football whenever the replay official decides a play is close, but coaches are allowed one challenge a game if the replay official doesn't automatically review it.
--Horse collar tackles are an automatic 15 yard penalty. The 5 yard penalty for an incidental face mask is eliminated.
Most of these are similar to the NFL and designed to speed play up. In the NFL, the clock stays stopped on OOB plays in the last five minutes of the game, though, not the last two minutes only.
