As a matter of logic, it's possible (if you don't recognize the other words) that

But as a historical matter, I'm pretty sure that the question-writers use this phrasing as a synonym for "Which of the following is a 'Superman' villain rather than a common term for the number sign?" We get notices from our security office all the time as to what the warning level is. No problem with this question.
