For the FCC, the episode of "NYPD Blue" was an indecency twofer.

"We find that the programming at issue is within the scope of our indecency definition because it depicts sexual organs and excretory organs -- specifically an adult woman's buttocks," the FCC wrote in its ruling.
....

"The law is simple," FCC Commissioner Deborah Taylor Tate wrote in a statement yesterday. "If a broadcaster makes the decision to show indecent programming, it must air between the hours of 10 p.m. and 6 a.m. This is neither difficult to understand nor burdensome to implement."

Buttocks as excretory organs. Oy.

I read there was a breast involved too!

It's amazing how we can see people being shot, stabbed, burned, beaten and whatnot, but heaven help us if we see a breast and/or a butt.
I'm surprised that the Big Three haven't given up on broadcast TV, does anyone actually receive their signals over anything but cable or a dish? Outside of video via cell phones, I don't know anyone who receives their signals over the air, and what would that breast look like on a 2-3" screen?. This may change next year with the addition DTV, but I doubt it.

As always, our tax dollars hard at work.

My parents live where you can't get cable, and my dad refuses to pay for TV, so they still use an antenna.
