WASHINGTON — President-elect Barack Obama is urging Congress to postpone the Feb. 17 switch from analog to digital television broadcasting, arguing that too many Americans who rely on analog TV sets to pick up over-the-air channels won't be ready.

In a letter to key lawmakers Thursday, Obama transition team co-chair John Podesta noted that the Commerce Department has run out of money for coupons to subsidize digital TV converter boxes for consumers.

I read that they may move the date to June. Also read that sweeps months is going to be March because of the analog/digital switch that was planned for 2/17/

Do that many people really still have non digital televisions?

And, if somebody actually has a real answer for this, why is the Commerce Department giving people converter boxes, anyway? Since when is watching television an inalienable right? Nobody gave me a coupon for a cd player when they stopped making vinyl.

And I'd be willing to be that the reason they ran out of money for coupons is because people were getting them (and getting as many as they could) and getting converter boxes whether they needed them or not. Because "it's free", or "maybe I can sell it" or "I might be able to use it for something" or whatever.

See my second paragraph. People getting converters does not necessarily mean they need them.

Plus, I'm sure some people actually think they needed them. My mom has fairly new televisions (not HDTV but within the digital age), plus she has cable. And she's still not quite sure that she doesn't need one of them there government boxes, despite our repeated attempts to reassure her. I think all of those important, official, persistent crawls across the bottom of the screen, along with all the stern warning advertisements have just scared people.

The government didn't tell the record companies not to make LPs and switch to CDs. They did tell the TV stations to switch to digital.

We have two TVs that aren't hooked up to our satellite system, one in the bathroom and one tiny one in the kitchen. We will probably move a bigger TV that we're not currently using into the kitchen and use our two converters on them, if and when we ever get them.

I suspect that there's a lot of people who have TVs in odd rooms that aren't hooked into cable or satellite that they don't feel like upgrading.

I have no answer to the first question, but in response to the second question the reason is because that's the way Congress wanted it, thus it was so. I suspect you are correct in believing that there has been some shenanigans going on with the coupons/boxes, but it seems to me that people have known about this for quite some time and if they decided to wait until the last minute, too bad.

Normally, I'd agree with you, but since the switchover from analog to digital is a government mandate and not a market-driven thing, then it's only right that the government pay for us to make the switch.

I have an analog TV in my unattached garage. I requested my coupon in late November. They said it would be mailed out in mid January.

See, I didn't even think about having tv sets tucked here and there all over the house. It would never even occur to me to have a tv in the bathroom or the kitchen. I never even had a tv in the bedroom until I got a new one for downstairs a few years ago and put the old one up there. I used to have a little tv in the computer room and, when I had cable, I never sprung for a second cable box on that one, just the direct coax, so I would just watch up to whatever the top channel was on the tv.

But people aren't relying (the reason in the original quote) on those sets. Progress shouldn't be set back for months just because somebody can't watch Good Morning America while they're taking a crap. And I don't feel that the government (and, ultimately, the people) should have to pay so people can watch Good Morning America while they're taking a crap.

That's the whole point, though. Apparently it's not "too bad" if, with all the problems in this country, the President-Elect is spending time urging a Congressional Intervention.

Which is one of the problems these days. People just sit around and do nothing, figuring that somebody will take care of them when the time comes, so why should they be proactive in the first place?

Again, when did watching television become an inalienable right worthy of government subsidy? I think (although I'm not sure) that it was a government edict that leaded gas be phased out, but the government didn't care that my 73 LTD wouldn't run properly on unleaded gas.

That was due to a health and safety issue.

This change is not.

There is no health, safety, or market reason for making this change.

None whatsoever.

And while it is not an inalienable right to watch TV, in point of fact the government is placing an economic burden on the country for no good reason.

Therefore, I have no problem in this case of the government offsetting such a burden.

Thanks, Big O!

My sister told me about this before the bored did.

My sister is also among those who won't be getting their coupons unless the govt finds the "money they ran out of". Which kind of burns me, because, I, an earlier-responder, got my coupons last summer, & used them before they ran out (you have to use them within 3 months) to buy the best convertors for me. Then I find the ones I bought are said to have a bug in the event-timer. Since I bought the DTVPals because they & some company-you-can't-find called Zimwell or something are the only companies making convertors with event-timers, I was pretty frosted to read this.

I arranged for my sister, who doesn't need the event-timer function because she'll only be using convertors for my Mom's room's set in the case my Mom becomes bedridden (worse than she already is; at present, she can still make it via being wheeled in to the livingroom couch, & then is couchridden) & for cases of cable-outage. And after the cable companies cut off analog broadcasts in 2012, she would need convertors for the analog VCRs she uses in addition to her high-def-recording Panasonic DVR/DVD. So my sister was going to pick up the new, improved DTVPal-pluses, in which the event-timer bug is supposed to be fixed, & I was going to trade with her.

If she doesn't get 2 free $40 coupons, I probably still will be picking up 2 $70.00 DTVPal-pluses for myself. Because all-in-all, its cheaper than what I'd have to shell out for either cable or even worse, a new TV, plus 2 of those Philips DVR/DVD machines, since I often record 2 simultaneously-broadcast shows. And while there are at least 2 machines that can record 2 shows at once, one by DTVPal, one by TiVo, neither DTVPal's DVR nor TiVo's DVR lets you burn DVDs. And TiVo is not a choice for me, as I refuse to pay their subscriber fee for the program menu.

[Note: The reason Dish Network, aka DTV, is pushing convertors in a big way is that unlike cable, they will not be sending out analog signals after the switch. Cable will be, until 2012.]

If Fanny wants to buy me, & to be fair, & we should always be fair, shouldn't we, lots & lots of similarly "deprived" people who see no reason to trash a TV set which works just because someone came out with a new technology & wants to sell it to us, we will provide Fanny with our shipping addresses for those HDTVs she will be sending us, so we can be keeping up with the Fannies of this world. Which of course is supposed to be my aim in life, right?

There is a market reason for the digital broadcast change, but the market is that the analog frequencies are supposed to be up for sale XXXXX licensing for the big bucks. I'm assuming the government owns the frequencies, not the current licensees; as far as I know the airwaves at least theoretically still "belong to us all". And, of course, people who were confused & raced to buy digital TVs they did not in fact need (if they get cable, they wouldn't need them 'til 2012) greased the TV manufacturers' market pretty good.

My main question remains, what makes watching television a life's necessity worthy of government assistance and Congressional intervention?

With government on all levels so short of funds that they are having to cut necessary programs and benefits, why should "the people" have to pay so that SSS can watch the news in the bathroom and ne1410s can watch Jeopardy while he putters in his garage? Note, I do not have a problem that they want to do these things and, don't get me wrong, if I needed a converter box and they were giving out coupons, I'd certainly avail myself of one. I just don't see the reasoning in the first place.

I'm sure that delaying this big process by six months or more is going to cost a tidy sum. Whether that's the government, the networks, whatever, that doesn't matter. What matters is that it's going to cost money to delay implementation on something that has been hammered into people for at least a year.

My dad cancelled his paper because he was reading it online most of the time. Then he had his cable disconnected for non-payment (he lost the bill and by the time they sent a new one it was double and he said screw it, or some such deal that happens with him these days) so he has no cable or internet service. Which means he gets his news from talk radio, mostly.

I will personally pay for him to get a converter box if that's what it takes for him to be less isolated from the world. But for a bunch of folks, that $40 was the difference between a fill-up at $2 a gallon vs $4 a gallon, so I'll blame Exxon for the delay. Why the hell not? :P

That's a great question. You're just asking it at the wrong time.

The time to ask the question was BEFORE the government mandated the switch to all-digital broadcasting.
