Not sure if this has been brought up here yet. But...
I was perusing Ken's blog today when I saw something that caused a double-take. Check out the December 5 entry at
http://ken-jennings.com/blog/ - specifically, the third paragraph.
Apparently, once you are an "Expert", you are no longer eligible to serve as a PAF.
No comment from Ken as to whether this affects his eligibility for the Hot Seat.

Yes, I noticed that, yesterday. So Ogi and hermillion won't be available to help as as PAFs any more, while it's still a crap shoot what expert TPTB gives us. Bummer.

If you're an Expert, you're not allowed to be a phone-a-friend for the season you're an Expert. Since season 7 is in the can, this is no longer a problem for Ken. Also, there's nothing precluding you from being a contestant if you're an Expert.
If I'm an Expert again next season, I'll have to sign a new agreement. The one I signed only covered season 7.

Many thanks for the clarification. And that does make sense, given the 2-PAF-lists-per-season restriction that was put in place when they started showing PAF photos.
As for KJ's eligibility: You may be correct in the literal sense - but I am of the opinion that we will be waiting a loooong time before we ever see Ken Jennings on the show as a contestant whether or not he is eligible de jure (thus the eyeroll in the OP).
