So I'll repeat the question I raised when this subject was discussed before: If there are desperate families who need this to reach out for help, why is there this push to close the loophole? It seems like much of the talk is of out-of-state families taking advantage of the state of Nebraska, but if the different states are working together to resolve these cases, what then?

It is costing the taxpayers of Nebraska to 'work together' to solve other state's issues. That is the bottom line.

It is not the citizens of Nebraska's responsibility to assist other states handle their child welfare problems. The loophole put Nebraska in an uncomfortable position they don't need to be in.

Well, I am not a member of the Nebraska Unicameral, but here is what I think that they are thinking (along with the Governor):

There already are programs and assistance in place to help parents of teens who have behavorial or other issues.

The purpose of this Safe Haven law (and all Safe Haven laws) was to deal with the issue of new parents who have a baby and realize that they are in over their heads. These laws are designed for those news stories where you hear of babies being left in high school bathrooms, dumpsters, rest stops, et cetera.

The special session called by Governor Heineman has the limited scope of revising the age limit of the law. Should it be 30 days? 45 days? 60 days? 90 days? 6 months? One year?

State senators have stated they will address the apparent issues with the existing programs for older children in the regular session, beginjing in January 2009.

I would imagine that the other 49 states and DC also should be examining their programs, as they must not be sufficient if parents are willing to go so far away to "dump" their kids, hoping that they can get help.
