Dallas School District Fakes SSNs for Teachers

I ran across this story as part of my regular look at education stories. The Dallas Independent School District used fake social security numbers in hiring foreign teachers.
http://www.dallasnews.com/sharedcontent ... 93dbc.html
A few things jumped out at me.
- The State's Department of Education knew in 2004 about the practice, but did not report it to proper authorities. It just said, "stop it."
- Said Dept of Education did not know the laws that made it illegal but thought "it just didn't seem right" (or words to that effect).
- There is this huge need for bilingual teachers. This seems to just provide ammunition for the people who say "This is America. Our government should not make it easy for people to avoid having to learn English." (Forced immersion, if you will.)
- TPTB in DISD were dumb enough to fake only Pennsylvania numbers.
I also wonder, as others apparently have, whether the foreign teachers all were hired with visas, or if there were a few "undocumented workers."

There was a huge problem on the Eastern Shore of Virginia with the illegals using counterfeit license plates on their unregistered cars driven by unlicensed drivers. All the plates were from Tennessee. The whole thing got figured out after a bunch of high-profile crashes.
I wonder what state they use now...

The article that you linked said:
Here's how the Dallas school district's false Social Security number process worked:
•Foreign educators on visas were assigned false Social Security numbers to get them on DISD's payroll. ......

Please read the article carefully. The fake numbers were just used as placeholders. They never were used for tax of Social Security purposes. They are now entering "numbers" starting with "P". The whole thing was exposed when they sent in copies of the real SS cards asking that the records be updated.

A topic I know.
When I arrived in AZ I took my Visa documentation and Canadian Passport to the local SocSec Office and received a number which I provided to my employer, a week or so later I received my blue card with
" Not Valid without INS Authorization" under the number. When I got my green card I provided the SocSec Office with the documentation and received a new card without the INS wording

Well, there is how DISD says that the process works, and then there is the issue of how the process actually works. (Call be a skeptical, experienced government employee).
Two years ago, DISD pushed to let illegal aliens be teachers in the district, rather than having to seek out foreign teachers and then secure visas.

From a quick search, there are some in the Dallas area that apparently wonder if the two are related.

You might want to read the article more carefully. It was exposed in 2004 because of SS cards. Policy continued for anotehr 4 years, and came up again only after TEA re-advised DISD investigatyors of the 2004 incident.
Some numbers were used and reported to other governmental agencies. Often, the "placeholder SSNs" were not replaced.
My issue is with how the school district decided to flout existing procedures and take short cuts. IIRC, DISD was the school district that made news earlier this year for its revised grading policy. To be honest, I also am not crazy about the idea of a maasive outlay of public funds for bilingual education, but it is not my property tax dollars being used.

OK. People could also wonder if they were using false Social Security numbers to get squirrels on the payroll. There is nothing in the article about that either.
If DISD is hiring illegal aliens that would be a story or if DISD was also assigning illegal aliens false SSN that would be a story. I see neither being reported here.
I do, however, see a bunch of people using the news story that you posted to claim that DISD is hiring illegal aliens and giving them false SSNs when nothing in the story makes that claim. The fact that you say that you wonder about that feeds that kind of misdirected hysteria.
In my opinion.

Macrae, are you a US citizen now?
I had to make repeated visits to the SSA office with my older two kids.
- SS # in their Korean names (as green card holders)
- change SS card into their American names upon adoption.
- With The Boy, I then had to go back after a new federal alw came into being, conferring instant citizenship, so that the SS listed him as a citizen.
It was a big easier with Big Bird. (I'm trying out a new Pet Name for the youngest)

Point taken. You are closer to the situation. Based on past news stories, I see the public positions of DISD to be worthy of a grain of salt.

Hey! You sound like a product of the Dallas schools system!
And am I remembering right that this is the same district that had to lay off hundreds of teachrs mid-year because "someone" made a math error downtown, leading to a tens-of-millions of dollars deficit?
