He was speaking to the young black men of America.
I never heard this when he supposedly said it, however if he can convince all races, not just young men but young women also, he will have my gratitude forever.

When I volunteer at the library at Maddie's high school on Wednesdays you wouldn't believe how much underwear I have to look at.

I've not heard it either, but I wouldn't be surprised. He seems to be a very smart, aware person who takes pride in both himself and others. It won't hurt to have a positive example and somebody to take cues from for the younger people.
And not just black people, he has influenced a lot of Hispanics (and just plain people in general) in a very positive way.

PSM has it. The context was that candidate Obama was asked about the town/state/district/whatever that tried to enact a law against baggy pants. He said that he didn't think the law was a good idea, in that it wasn't something that should be legislated. Then he went on to say what was in the quoted section.
Blame Madonna, who made it fashionable, at least for women, to wear your underwear on the outside.

not only don't I want to see underwear, I really (really really really really) don't want to see the stuff you get to see when the falling-down/falling-off clothes aren't covering any. Underwear.
