Bringing this quote of yours out of the "How Did You Vote?" thread:
New York has a referendum on giving veterans extra points on the civil service exam. The town wants some more money to develop parkland, some of which is behind my house, so I voted against it.
Why don't you want the park behind your house? Noise from those who would use it? In my town, there's been discussion about turning an old railroad right of way into a walking trail. Landowners adjacent to the proposed trail are opposing it, apparently fearing that the trail would provide access for a criminal element.

I interpreted this as being currently parkland which the town wanted to develop into something else. Nitrah will tell us which is correct.

The property used to be owned by the VA. It was sold to the town and county to be developed as "parkland," and the residents, so we were told, would have a say in how it would be developed.

The bulldozers and backhoes are already out, making it "active" parkland, which is to say, athletic fields, with requisite parking and, possibly, lights.

This we would prefer not.
