There are only two states, Nebraska and Maine, that split their electoral votes. I don't see any way either can divide them evenly. Nebraska has 5 electoral votes, so those can't be split evenly.
Maine has 4 electoral votes. Each state awards two votes to the state-wide winner, and 1 to the winner of each congressional district. But in a 2-candidate race, there's no way to be the state-wide winner without winning at least 1 congressional district. Thus, Maine must divide its votes either 3-1 or 4-0.
I guess this isn't a problem, and it does address the possibility that someone other than the major party candidates might earn electoral votes. --Bob

The rule is a CYA rule. I was worried I might have overlooked another state that splits its votes.
Had I been really perverse, I would have offered extra credit for guessing the Nebraska 2nd Congressional District correctly. But this thing's complicated enough.

I'm assuming, for the purposes of this contest, that DC counts as a "state". Is that right? If not, please remove DC from my list.

Yes, for purposes of the contest, DC is a state.
For purposes of actual democracy, that's another thing.
