What a great phrase. The simpler "electoral dysfunction", which is the phrase I would have chosen, gets about 3000 hits on Google, and "electile dysfunction" gets 53000. The web has spoken.
But what does the Web really mean?
UrbanDictionary.com mentions specifically the 2008 election, and the users there are thumbs up for the most generalized example sentence, by a large margin, and against those which might be "partisan".

Which within the limitation of a highly non-random sample, dysphoria only about the present is present; it would IMHO be fascinating to know who might look back to the Bush-Gore debates of 2000 as a high, or at least higher point of democracy.
Other sites do harken back so far on two Google pages, to other presidential elections, although I see no reason why other races, including Canadian elections (like Tuesday upcoming's) ought not to induce the same phenomenon.
The possible Ohio Conspiracy of 2004 gets mentioned.
The oldest election mentioned so far, although I do not know the age of the web page (I suppose that info is somewhere in the site, but it is not immediately on the main page) , is from about.com, and has comments about that Golden Oldie, the election of the year 2000.
