McCain seems nervous

Did he just run a 5K or something, because he seems out of breath at times? Of course, Obama is back to saying "Uh" all the time.

Seems like both candidates have smoothed out their presentations as the debate has gone along. Just a non-partisan observation...

That often happens at Toastmasters. As the speechifier warms to the topic, the nervousness smooths out.
I thought Obama did a great job controlling his Uhs at the beginning -- somebody coached him. He was back to them at the end, though.
I still cringe whenever McCain deliberately sounds like Reagan. That's where the Reps got the idea they could get away with zillion dollar debt.

Neither candidate could hold their answers to the 1-minute time limit. But then again, the issues presented really cannot be held to simple 1-minute soundbytes. IMHO, this debate ended in a draw. As much as I would like to say that Obama won, the debate was so damn boring that I actually turned off the TV about two-thirds of the way through. At least the Bush/Kerry townhall debate 4 years ago had some fireworks. Plus, Brokaw royally sucked as a moderator.
Given where the race is right now, McCain could not afford a draw or even a narrow win. He needed a decisive win in this townhall (which is in his wheelhouse), but he did not get it.

The candidates would never agree to it, but if there's a time limit, their microphone and the camera on them need to cut off when it expires. Just a hard cut to the moderator, the audience, the opponent, nude photo of spouse (now THAT would keep them to their time limit!), whatever.

One minute is plenty of time -- for questions requiring a one-word answer. I believe that's the only answer that stayed within a minute.
Generally speaking, a one-minute limit for questions at that level is totally unrealistic. I forget who the other Toastmaster around here is, but I'm sure that person will agree that two minutes is about right for a summary statement. Then I would agree with any draconian measure GSabc would propose. Not after one minute though.
