I believe it's actually "Ahoy hoy" (like Mr. Burns says when answering the phone....I'm actually watching Sideshow Bob trying to kill Bart (again) right now.)

When I wrote the question I didn't know he declined it, what idiot would decline a 1,000,000 dollar prize, even if he would of only gotten 500,000 dollar, because he split it with Kissenger.
