I agree - if you consider the disciples a community, then Jesus is the "community organizer" because he called them together, taught them, sent them out on mission, etc.

As for Pilate, his title was "prefect", because Judea was an Imperial province (as opposed to a Senatorial province, governed by a "procurator").
