All of them. But white conservatives are the ones using political power, not just to refuse to protect others, but to actively interfere with local governments' efforts to protect their citizens. In Florida, thanks to white conservatives, private businesses aren't allowed to restrict access to the vaccinated. In Texas, thanks to white conservatives, local governments aren't allowed to require masks. Which gives the lie to the supposed conservative principle that the government closest to the people is the government that knows best.
