Texas based on the flags in the foreground - unless it is from the north looking south - I don't think it is Dallas, I'm going with Houston, TX as my final answer.

Ok, so I'm supposed to think it's in Texas right? RIGHT? But it's a trick isn't it and it's like freaking Mexico or Oklahoma or something right? RIGHT? Or maybe not...maybe it's a reverse psychology trick thing...yeah that's probably it...also I don't think Oklahoma City is that close. But you must've been in a pretty high building to take this photo right...so you must've been in a decent sized city...so I need two cities close together in Texas...I guess that means my guess is Dallas or Ft. Worth and I'll go with Dallas, TX because it's more well known. That was good logicking right? RIGHT???

This was Houston, TX. I visited most recently for a long weekend in October 2008, one month after Hurricane Ike. It was a weekend that both the Dynamo and Texans were at home. Good thing I wasn't looking for a September weekend for the Astros as well, given what happened that month.
I met AJ at the Houston Dynamo game and both Bix and AJ at the Texans game.
Given the state flag I deliberately left visible in the corner, the most logical other answer was Dallas. I've been there too and maybe Dallas might surface later on, but the only times I recall seeing a good view of the skyline was when I was driving on the freeway so I did not have a good chance to photograph their skyline. I didn't like the pictures I had around the Texas School Book Repository either.
This was not a problem in Houston as at the Hilton hotel Hobby Airport I had a room with a good view of Houston's skyline.

Since at least 11 got the city, the first game was straightforward:
2 points for Houston
1 point for another city in Texas (Dallas was the common second choice)

elsewhere in TX: tgirl, Bob#s, kroxquo, Flock, Saucy, Kazoo, lb13, SC, southnyack, clem, christie, Minty Man, Esto, Rexer
Only one (tmisss) guessed outside of TX.

This was in the "Plains" region. No clear leader for that region yet.
