Well, I wasn't sure if you were seriously asking the question or not, since you already seemed to be familiar with the actress and the character she played.
But if you are serious (even at the same time saying you don't care, which is a perfectly snarky combination of poking a stick at me for not answering your question while admitting that taking the time to answer would be wasted), the Borg were a race of villains introduce in Star Trek: The Next Generation. Their bodies were extensively modified with cybernetic implants and individuals were essentially robotic drones serving the collective. They were feared for conquering other races and incorporating them into that collective, from which came their catch phrase, "Resistance is futile. You will be assimilated."
Jeri Ryan's character was rescued from the Borg and most of the nastier implants were removed, but some (like that eyebrow accessory) could not be.

Knowing who Jeri Ryan is and seeing 45840540833 pictures of her in character, most of which had captions identifying her character, doesn't mean I know anything about the series. I didn't even know which one it was, since outside of two, maybe three episodes of the Shatner series, I've never seen any of the various movies and series that followed. The only Borg I know about is a Swedish tennis player who popularized sweat bands BITD.....
Asking a question but not really caring whether you know the answer or not isn't snarky (although if it's going to be seen as such, I'm pleased that I've done so perfectly, ha!), it just means that it will be something else to know, but I'm not actually curious enough to make someone expend effort just because they think I'm itching to know about it.
But, I did read your explanation and now I know. And it's actually semi-interesting (I take it that they are sort of a combination of the Terminator and Wolverine), especially the part about the show coining the "Resistance is futile" phrase. I thought it was a lot older than that.
So, we wasted neither the effort nor the lye!
