Well, as it turns out, it doesn't really matter if I would have turned the water off first or not. Maybe I should check to see if the water going to my icebox is on the neighbor's line.......

First of all.... the good news is we quickly got the line capped, which is good enough for now since I can have my water back on. We'll mess with the icemaker when I have more time Thursday..... so I can get some sleep today hopefully and not fight off nodding off at work tonight like last night.....
Second of all, some investigating reveals that apparently there are no auxiliary shutoffs in the house outside of the lines directly leading to an outlet (At the kitchen faucet, leading into the washer, etc.), and whatever bozo set this up before I moved in just basically cut a hole in the wall to access the pipe (And the only reason there was a water line behind where the icebox was in the first place is because it leads to an outside hose hookup that is on the other side of the wall... for the record, my icebox is isolated from the sink/washer dryer, etc. which is all along a different wall) and the only way to shut off water anywhere along the line inside the wall is at the main shutoff....
Maybe by Thursday my kitchen floor will dry out.....

Knew there had to be something behind that avatar. I had my sink back up today, actually water shoot up from the drain like a geyser. It took five inches of rain in a couple of hours to do the trick. No cats here though. More rain coming but hopefully not enough to need my own ark.
