I think you can still use an iPhone as a free Wi-Fi internet browser, even if it's not under any wireless phone contract.
I don't know about that, but you can use it as an iPod.
My nephew got an iTouch (browser & iPod - no phone) for his birthday this year, and the WiFi worked immediately.
