Who the heck am I?

If you are a sploofus person, could you PLEASE go and identify the latest person on the "Who the heck am I?" page? It is driving me crazy.... Er, crazier!

Yeah, I've been googling all kinds of race car drivers from various countries with no luck.

I thought he didn't look like a race car driver, but I couldn't figure out what other "sport" had the participants so bedecked in sponsor logos.
