I read somewhere they were asked to by Biden or his admin. I'm sure the DOE's experience and ability to analyze, slueth, track, determine sources of radioacttivity was useful in their assessing the source. Just another group throwing their opinion in to the mix.

What I want to know is how do you use "likely" and "with low confidence" in the same sentence. It's like saying "I think he did it, but I'm sure it was someone else."

I suppose they're using these terms in a technical sense, where "low confidence" could mean 50-70% and high confidence is 90-100%. We'll never have high confidence about this since only the Chinese government has all the facts.
