I linked to a piece by Brandon Weichert on the balloons in the other thread-I am putting this in another thread because I have no intention of reading any responses.
Listening to a 6 month old interview with Weichert and he is certainly no "Johnny Come Lately" to the balloon discussion.
He mentions them and how the Chinese use them in the segment starting at 37:30 with the balloons mentioned specifically at 38:30.
