I worked at the NSA a long time ago (Carter administration) in a galaxy far, far away (Maryland). I worked at a desk and didn't travel, though I once took a ride with my manager to drop something off at the CIA ; apparently you weren't allowed to bring something over by yourself.

Okay, I didn't know what palazzos and sirwals are, which was a big clue to the question, but I cry foul on the rest of it. According to the rules on this site (which, despite the USA in the URL, only claims to be the website of the New Jersey Wiffle®Ball Association):

3.00: UNIFORMS: Matching shirts are required for all teams. Names, numbers and pants are optional.

In context, it appears that they're saying that matching pants are an optional part of the team uniform, not that this is a clothing-optional sport! Furthermore, the rules say nothing at all about underwear and socks; since these are not specified as being required, we must conclude that they are optional, as well.
