He was very much a tightwad, objecting to waste in spending bills, and pretty much played that as a single note (his wife worked for free as his office manager, he never went on a junket, and he claimed that the only regret he had was that he had voted "present" rather than "nay" on the Tonkin Gulf Resolution; his reasoning was that this led to too much spending on the Vietnam War).
