Most of them are past or present Prime Ministers or Premiers, Castro is currently a President, so closest bond seems to be that they are all heads of government (and Castro is head of state)

I only know three of these people, so the theme guess is kind of a general (ha!) one, since presidents and prime ministers and dictators have to be gathered loosely. I thought #3 was the tag team partner of Nikolai Volkoff, but that really doesn't fit the theme. Ha!

Prime Ministers?
Of the few I know a little about the only common theme is they are or were all the Prime Minister of their country. But Castro seems to be the wild card as I did not know he is or was Prime Minister along with what ever other titles he has given himself.
