When Kellon Winslow went up for the pass in the end zone he was ruled out of bounds by the official. The decision on whether he was pushed out or not is not subject to review. All the official could do was check by video if he landed in or out of bounds. The officials are taught on close plays to judge the leap, if the player leaps stright up or towards the field then he is ruled to be pushed out. If the leap like Winslow's is towards the sideline then it is ruled that his momentum would carry him out. Like the decision on a field goal over the height ot the uprights there is no camera angle that can provide irrefutable evidence. Incidentally on that Ravens Browns game the referee was told by the replay official he could not see the replay. His decision was based on a discussion with the officials on the goal line and one said definitely it hit the upright after crossing the goal line.
