The Networks.
When their new shows are premiering.
If you watch their stations during rerun season they will tell you, but why would you (watch their station during rerun season)? tv.com will tell you, show by show, but sometimes they get it wrong.
ABC will apparently show you, show by show. But you have to laboriously ping each show's site 1st.
Fox will tell you on their schedule if the premier is this week, otherwise its show by show.
CBS won't tell you at all.
Neither will NBC.
Don't they want your eyes back?
Don't they want you to know, easily?
Apparently not.

I use Zap2It the most. When the network site disagrees with TVGuide, Zap2It and Yahoo, Zap2It is usually correct. The networks used to indicate reruns with (R), but most no longer do that. Zap2It includes "NEW" when it is an original airing.

I would think they would. I remember NBC's "NBC Week." The commercials for the new fall lineup were great, and they would feature a different day in seven different commercials.
